The Central Design Bureau TsKB-3 (renamed KBAL in 1966) was created by order of the People's Commissar of Arms D.F. Ustinova in 1944 as the head design and technological organization of the cartridge industry.
When creating the KBAL, the task was to re-equip the cartridge industry based on domestic materials, technologies and equipment in exchange for foreign developments and supplies, on the basis of which the cartridge industry of Russia was built from the beginning of its foundation in 1869.
